BB1: Heavyweights Mystery Cache

PurplePeople: This one appears to have run its course, and I am recycling the final location for a new hide.

For those who might care, the puzzle referred to the pendant numbers of US battleships (BB's) that were in commission at or near the time of the voyage of the Great White Fleet of 1907-8, which called at San Francisco during its round-the-world voyage. Each of the hypothetical squadrons in the letter contained one too many ships for proper coordinates, but subtracting the pendant number of each ship from the following ship's number would yield good coords.

The 'Bob' in the letter was Rear Admiral Robley Dungliston Evans, who commanded the Fleet on its way from the East Coast to San Francisco, and was relieved there due to ill health. 'George' was the hero of the Battle of Manila Bay, George Dewey, who held the rank of Admiral of the Navy at the time of the Great White Fleet. The starting coords for the cache are for a bed-and-breakfast that existed as a residence at the time of the Fleet. Evans' convalescence there is a complete fiction.

Geocache Description:

The cache is NOT at the listed location. It is, however, within three miles. Decipher the clues in the following story for the true location. The container is a magnetic micro.

"Hey, boss, look what I found!" Roberto held out a yellowed and dusty piece of paper. "It was down inside the wainscoting I'm pulling off."

"This place is on the historical register, so anything you find could be pretty old. Let me see."

The piece of stationary was indeed dusty and nibbled by insects, but was also thick and had been of good quality. The sheet had a letterhead with the fouled anchor symbol of the US Navy, and the logo 'General Board of the Navy' printed below. Beneath that was the following, penned in ink:

Dear Bob:

I'm glad to hear you have found a congenial location for your convalescence, and hope you will be back with us soon. Should your health permit, we have a task that might help you while away the time until you are back on your feet:

The President and Secretary have asked for an exercise to be held upon the Fleet's return. The political purpose is to assure any who might be interested that the Fleet is capable of combat after its travels, should that be required, and so the format of a simulated engagement suggests itself. Our own purpose is to explore or improve on any operational or command issues that have become apparent during the voyage. You are, of course, the only expert we have to hand at present.

We'd appreciate if you could set down and forward any thoughts as to the organization and format of such an exercise. You may assume that our lame ducks will have returned to their nests by then, and the new construction may also be anticipated to be available. Indeed, working up the new units is another desired outcome. There is obviously no need for haste in completing the matter, but if you are able to assist us, it would be best to set down your initial thoughts while memory is still fresh.
