Geocache Description:

First to Find: Col Mustard & Helter_Skelter

cache is within 7 miles of given coordinates

Your radio operator has given you the intercepted message transmittal as imaged below. Because of earlier communications intercepted on the same channel, you have reason to believe that this message may relate to the location of a hoard of some description. Intelligence available does not reveal the precise nature of the hide. Speculation in camp covers the gamut from hidden loot to resources placed in advance for a future planned action. In any case, if you can decode the message quickly enough, you may be able to get to it first and claim it for your own team.

This puzzle is obviously based on ciphers. Online research will help you to understand how to deal with the coded message as it is based on well-known techniques, although some simple alteration has been made to the standard for this type. The information you will need to solve this is available from this page, so do not despair, study assiduously, do research if you need a pointer, and feel free to ask for a clue.

Container is a small (4"x4"x2") Lock & Lock => room for small swag items only. After signing the log and making whatever trades you like, please conceal the cache well. Though a small pencil stub is originally included, it might be a good idea to bring a writing implement of your own along just in case.
