The location is called Belchers Marsh, and it is part of Belchers Marsh Park. Johnathan Belcher (1710-1776) was a Supreme Court Justice of Nova Scotia and was later the first Lieutenant Governor. He helped with the establishment and interpretation of the law in Nova Scotia, including the court system, based on the laws of Britain.
