This cache requires scuba certification and gear to obtain, it is
on the 2nd underwater level of South Holston Dam. Your gps may or
may not be waterproof to the depth (approx. 50') this is located,
please use your head in the search.
The construction of South Holston Dam was started on February 16,
1942 and was completed November 20, 1950. The total cost of
construction of the reservoir was $31,242,224 taking more than
7,842,134 man hours to complete. The dam itself contains 97,500
cubic yards of concrete. South Holston Dam and Reservoir was
constructed for the purpose of electric power, flood control,
navigation, recreation, an adequate supply of water and other
related benefits.
You are looking for a 14" x 8" x 3" concrete slab with a bronze
plaque atop it. It is located in approximately 50' of water on the
second underwater level of South Holston Dam.This marker is in
honor / memory of the first person to recreationally dive at the
dam.

I feel it is an easy find with the appropriate training and free
diving is not an option due to the depth and 10' visability in the
area. Silt often settles on things around the dam and a swipe of
the hand may reveal the plaque.
