The cache is NOT at the posted coordinates. It really ought to be one of the "See You in Cacheland" series, since the puzzle idea and theme came after meeting a cacher from Magalia, CA USA. Anyway, you'll need to solve the cryptic acrostic below to learn the location of the physical container.
