The cache is not at the posted coordinates. The posted coordinates take you to a sculpture of gymnastics (Figure A), which is located at one of the entrances of Tianmu Sports Park (天母運動公園).
Baseball can be called Taiwan's national sport. So it's natural to see local baseball news on TV regularly and hear people discussing recent baseball games beside you. Specifically, you are very likely to meet baseball-related installation art in Taiwan.
Here, I present Baseball Glove (Figure B).
To find the cache, you have to navigate youself in Tianmu Sports Park to a huge Baseball Glove, which is located 100-200 meters southeast to the sculpture of gymnastics (Figure A). Once you find the glove, look for a big rectangular board nearby and read it hard. You'll know where the cache is.
