A antiga Escola Industrial de Arte Aplicada António Arroio foi fundada, em 1934, no edifício que havia sido construído para acolher a Escola de Cerâmica António Augusto Gonçalves, criada em 1924, e com a qual se fundiu. A reforma do ensino em 1948 conferiu-lhe uma nova designação: Escola de Artes Decorativas António Arroio. Transferida para novas instalações em 1970, o edifício devoluto foi posteriormente ocupado pelo Instituto Superior de Contabilidade e Administração de Lisboa e, mais tarde, afecto ao antigo Liceu Camões, funcionando aí a Oficina de Artes da actual Escola Secundária. Com projecto do arq. Manuel Joaquim Norte Júnior, a construção do imóvel data do início da década de 20 do séc. XX, tendo ficado concluída em 1928. Traduzindo uma arquitectura civil educativa eclética, o edifício, composto por três corpos, desenvolvidos em dois pisos, apresenta planta composta em U, funcionando o pátio central como zona de distribuição entre os corpos laterais, onde o acesso às salas do piso superior é feito através de túneis e escadas, sendo a circulação efectuada através das salas. O cuidadoso tratamento arquitectónico da frontaria do imóvel, considerada precursora da tendência Art Déco em Portugal, representa uma clara transição entre o ecletismo historicista e o movimento das "Artes Decorativas". Merecem destaque o ritmo marcado pelas formas e pelos tons equilibrados, a sua geometrização formal, os conjuntos cerâmicos, em esmalte verde, executados pelo escultor Costa Mota, compostos por motivos geométricos, vegetalistas e aquáticos, e ainda um busto cerâmico integrado num medalhão de evocação historicista.
