The Puzzle

We believe the mastermind has been sending encoded messages. They are said to be very cryptic. Just as cryptic as this card we found in the briefcase. We dediced to not speculate what it may mean.

Two keys were discovered as well. I am sure they are useful to unlock something, but what?
