The Li Keyong Memorial Library Branch was newly completed on September 20, 1987. The main building was built with a donation of 85 million yuan from the descendants of Li Keyong. The Taichung City Government continued to invest 30 million yuan in the budget for interior decoration, furniture and greening projects . The whole museum refers to the design concept of Takeo Library in Japan, introduces the greenery of the park, and connects the surrounding planning to create a water environment education theme park. The main body of the three-story building is integrated with the natural landscape, and there are coffee vending machines and leisure seats outside the museum, allowing the public to sip coffee and enjoy the beauty of reading outdoors surrounded by big banyan trees and park greenery!
The building space is bright and transparent. The large glass window wall design introduces sunlight and greenery. There are infants, children's reading area, newspaper and periodical reading area, seniors' area, parent education library area, open-shelf reading area, youth area, etc. Function room, discussion room, specially planned reading sofa area and soft artistic lighting atmosphere, let people feel as if they are in their own living room or sitting in the park and reading.
The operation of the Li Keyong Memorial Library is focused on the development of "children education". It not only specially designed the mascot pangolin-shaped self-service lending machine, but also encouraged children to read spontaneously; a wealth of related books were also provided to the public, novice parents and preschool teachers. Preschool education resources are needed. The library organizes lectures from Taiwanese picture book writers and illustrators, and preschool picture book presentations to promote parent-child reading of picture books, so that friends of all ages can smile in the sound of books and grow strong under the guidance of love and reading.

李科永紀念圖書分館於民國107年9月20日全新落成，主建築由李科永先生後代子孫捐贈8500萬元興建，臺中市政府接續投入3000萬元預算，進行內部裝修家具設備及綠化工程。全館參考日本武雄圖書館設計概念，導入公園綠意，串聯周邊規劃打造成為水環境教育主題園區。三層樓的建築主體融合自然地景，館外設有咖啡販賣機與休閒座椅，讓民眾能在戶外的大榕樹及公園綠意環繞下，啜飲咖啡、品味閱讀的美好!
館舍空間明亮通透，大片玻璃窗牆設計引入陽光與綠意，設有嬰幼兒、兒童閱覽區、報紙期刊閱覽區、樂齡區、親職教養圖書區、開架閱覽區、青少年區、多功能活動室、討論室，特別規劃的閱讀沙發區與柔和藝術燈光氛圍，讓民眾感受如同身處自家客廳、亦彷彿坐在公園裡閱讀般的舒適自在。
李科永紀念圖書分館營運為以｢幼兒教育｣為發展重點，不僅特別設計吉祥物穿山甲造型自助借書機，鼓勵兒童自發性閱讀；豐富的相關書籍更提供民眾、新手爸媽及幼教老師所需幼教資源，館方不定期安排臺灣繪本作家、插畫家講座及幼教繪本發表會等推廣繪本親子共讀，讓大小朋友在朗朗書聲中綻放笑顏，在愛與閱讀的引導中成長茁壯。
