龍口町塵芥燒却場

在現在的植物園對面,和平西路與莒光路轉角圍籬內的一小塊畸零地,不論開車或走路經過頂多會以為這是塊廢地。 實際上,這裡是台北市政府文化局登錄的歷史建築,台北市第二座現代的垃圾焚化爐:龍口町塵芥燒却場。

從日本殖民後帶來的現代都市生活,也造成了大量垃圾的產生。講求清潔與效率的現代性,自然也會以有效率和清潔的手段來解決這些問題。焚燒,變成處理無處可掩埋的垃圾的方法;日文中的「塵芥燒却場」,就是垃圾焚化爐之意。1932~1933年間,台北市役所規劃於台北城外南邊的龍口町設置的燒却場,是台北市繼北邊大龍峒町燒却場後的第二座焚化爐。1934年時共有141名清潔隊員每日早晨在分成七個衛生作業管區的市內挨家挨戶收垃圾,載送至三座燒却場燒毀。

龍口町燒却場配備了岩本式自然通風爐四座,共有12組鐵門與一座120尺高的大煙囪,並且在其上有一座仕込台斜坡道供隊員將垃圾拉到爐上燒掉。 現在的遺跡仍可看見焚化爐多座的鐵門以及露出鋼筋的斜坡道。 戰後隨著垃圾量大增,燒却場漸漸不敷使用,以至垃圾處理移至他處後,仕込台下方甚至成為住家。後來更長期荒廢,直到2010年因為一場大火後,反而使燒却場本身建築顯露出來,後來才有機會被指定會歷史建築。這座見證台北市公共衛生與環保史的重要場域,其未來也仍在未定之天。

【Ryukocho Incinerator】

Across Taipei Botanical Garden, at the corner of Heping West Rd. and Juguang Rd. intersection sits a parcel of fragmented land which most passers-by would be regarded as abandoned land. In fact, it is Ryukocho Incinerator, once the second modern incinerator of Taipei City and now a historic building nominated by Department of Cultural Affairs of Taipei City Government. 

The modern urban lifestyle brought in by the Japanese colonists had produced a great deal of waste. The modernity emphasizing neatness and efficiency has its measures to deal with the problems of brought about by large amount of garbage, neatly and efficiently of course. Burning it into ashes is the way out when there was nowhere to bury. In Japanese, “chenjie-shaoquechang” means an incinerator, chenjie referred to as waste and shaoquechang as furnace. During 1932 to 1933, the incineration furnace mapped out by Taipei City Hall was the second one trailing after Dairyudocho (Dalongdon) incinerator in the north. In 1934, there were totally 141 members in the cleaning squadron split into 7 district collecting rubbish from house to house and distributing to the three incinerators to burn it down. 

Ryukocho Incinerator was equipped with four Iwamoto natural ventilators with 12 iron gates and a 120-meter tall chimney, connecting a ramp for cleaning staff to take rubbish up to the furnace. Nowadays, the iron gates and the ramp with reinforcing steel bars of the furnace are still visible on the historic remains. In the post-war period, the amount of waste increased so drastically that capacity of the furnace was no longer adequate. Rubbish was then moved to and taken care of elsewhere, transforming the space under the ramp into residence. Later, the incinerator had been long abandoned. Not until the conflagration in 2010 did the construction itself been highlighted and nominated as historic building. This spot of furnace has witnessed the history of public sanitation and environmental protection in Taipei, but its future is still ambiguous.
