El 13 de Febrero de 1813, en este lugar, el General Manuel Belgrano, en el río Pasaje se juró obediencia a la Asamblea del Año XIII y nació la Bandera Nacional.
Esto porque Belgrano había resuelto aprovechar la ocasión para que, simultáneamente, se jurase tanto la obediencia a la Asamblea como a esa bandera que el Gobierno le había obligado a esconder cuando la creó, y que él reservaba para "una gran victoria". Había sido "gran victoria" la de Tucumán, y estaba seguro de que el nuevo gobierno no lo desautorizaría esta vez.
