I decided to place a cache in honor of the Route 19 and 97 roundabout since it is the first one in the northwest corner of Pennsylvania (Plus I thought a question mark would look good there). The rules of the roundabout are simple. Vehicles in the circle have the right of way and you must yield to the vehicles on your left. Although some were against it at first, it seems to be working out quite well.
Now for the puzzle. I've made this a little easier than my last few puzzles.
