[LV]1764. gadā inženieris Gustavs Veismans sāka hidrotehniskās būves, divi dambji tika izveidoti arī kreisajā krastā. Pirmais dambis, varētu teikt vesela dambju sistēma, bija domāta Daugavas gultnes sašaurināsanai un salu aizsardzībai pret plūdiem un savienoja vienā virknē sešas salas: Bieķēnsalu, Mūkusalu, Lielo Klīversalu, Burkānu salu, Mazo Klīversalu un Ķīpsalu. Dažādos laikos un dažados dokumentos šo daudzcietušo un vairākkārt atjaunoto būvi sauca dažādi - par Podraga, Spilves vai Ķīpsalas dambi. Viens no tā posmiem ir arī mūsdienu Balasta dambis, kas šo nosaukumu ieguva vēlāk. Otrs dambis bija perpendikulārs pirmajam - t.s., sķērsdambis. Arī tas saukts dažādi: par Āgenskalna, Augsto vai Tortlera dambi. Tas bija domāts Burkānu salā izvietoto kaņepāju noliktavu aizsardzībai pret pavasara ledus iešanu.
