The cache is NOT at the posted coordinates, but it sure is close. As the attributes indicate, this cache is not available at all times; in fact, here's when it's available:

It's World Cup soccer time, a time for great athletes to cover themselves in glory. I'm here at the library, to build an opportunity for you to do the same (or at least earn a smiley). To find this cache, you will need to visit too. You will need both numbers and letters to complete this journey.
AAA. Before you even enter the library building, near the posted coordinates, you can see a sign that indicates that the library is at AAA East 14th Street. The three-digit portion of the address is AAA.
BBB. Your trip will bring you to the non-fiction section, where you will find the cache. As you walk toward the non-fiction section from the library entrance, you will see on your right a line of four study rooms beginning with Study Room 6. You can tell it's Study Room 6 because it says so on a white rectangle. There is also a three-digit number on the rectangle. Add the study room number and the three-digit number. Repeat this for all four adjoining study rooms (Study Room 6 and the three other ones) along this line. The result of adding up all eight of these numbers is BBB.
CCC. As you walk in front of the study rooms looking toward the non-fiction section, look for a word and arrow on a sign at a height of eight feet. HINT: the word ends with LS. The number of letters in this word is CCC.
DDD. Now, make your way to the center of the non-fiction section. There is a marvelous art installation of glass orbs suspended beneath the skylight. The total number of glass orbs is DDD.
EEE. Some of the glass orbs hang from the center. The number hanging from the center is EEE.
XXX. I almost forgot--it's World Cup time! This morning, the hosts Brazil played a close and very exciting game. What team did Brazil defeat today (use the three-letter country code assigned by FIFA, the group that governs international soccer and runs the World Cup)? Your answer is XXX.
Do you feel the "call" of the cache? Here's what you need to do. First, subtract CCC from DDD. Got it? Good. Now, multiply that result by EEE. Still good? Now, add that result to AAA, and add that to BBB. What's that? You'd prefer it as a formula? OK, here goes:
AAA + BBB + [(DDD - CCC) * EEE]
Now tack on XXX. You're in a library, so go get it! The librarians know all about the cache and can point you to the correct shelf if you get stuck.
