Geocache Description:

This cache is dedicated to Novuss - the national sport in Latvia, a game which was created here. If you happen to walk through suburbs of a Latvian town in the summer, there's quite a chance that you will see some people playing a game slightly similar to billiard. If you are not local, you're probably not familiar with the game - so this cache will tell you something about it.

A promo video of the game
Novuss is a two-player (or four-player, doubles) game of physical skill which is closely related to carrom and pocket billiards. The board is approximately 39 inches square, typically made of wood, has pockets in each corner, and lines marked on the surface. The board is usually placed on a stand, but may be placed on a barrel or other surface that allows the pockets to hang down properly. It uses small discs instead of balls, and each player has their own small puck instead of the cue ball used in other cue sports. Players use a small cue stick to propel their pucks into their colored object discs, knocking them into the pockets. The winner is the first one to sink all eight of their object discs (of which there are sixteen in total in two different-coloured sets, plus the two pucks).

The game is sometimes informally referred to as "Baltic billiards" or "Scandinavian billiards",but these are misnomers, since although it is a cue sport in the broad sense, novuss does not use billiard tables and balls.

To find the cache you will need to answer a few simple questions about novuss and do some basic maths.

A = Year when the first national tournament was held in Latvia (won by Alberts Ramiņš)?
B = Year when the Latvian Novuss Federation was founded?
C = Year when the first International Novuss Championship was held
D = The width of the board in centimeters

Add all the values:
A+B+C+D = EFGH

You will find the final cache at: N 56 5I.JKL, E 024 0M.NOP,
where
IJKL = EFGH + 1213
MNOP = EFGH + 140

Please notice - coordinates may not be accurate due to nearby buildings, follow the hint, as there aren't that many places to search. Also - currently there's no pencil in the container.
