This is terrific location for picture taking in the Chickamauga and Chattanooga National Military Park Georgia/Tennessee.

So I'm not sure but I suspect that over 17 years of caching some rules have changed considering virtual caches. I was under the impression you could not require people to contact you as a requirement of completion. In receiving messages from others it seems this is not the case.
