If you are with the mountain bike, there is nothing special to say - it's an official MTB trail.
If with a car, head for the town Zavrsje/Piemonte and park near the ruins (looks like a magazine) here:

There is a table saying "Parenzana". Then walk 4 km. Even if you aren't a walker, don't worry. You will enjoy it. It is a surprisingly easy walk. The trick is it is a deserted railroad, so there are no slopes.
Alternatively, you can approach closer with the car from the village Antonzi, then village Krti. But I don't recommend it. This is a small, isolated, calm village. Car will disturb them. But if you still want to park in the village Antonzi or Krti, at least buy some olive oil from the people there. It is an ideal geographical position for the best olive oil you can find.
History lesson: Parenzana used to be a narrow railroad with a small train. Active from 1903 to 1936. Today, this train symbolizes the golden age. The times when things were simpler and romantic. The memory to that train is still very alive. Everybody likes that memory. Tourists used it to travel to the sea in Porec, and the local farmers transported their products to Trieste.
It was a slow train. You can feel that slowness even today.
The train was introduced in 1903 at the time of Austrian rule, at the top of the well-being period.
It was disassembled in 1936 during the Mussolini rule. Mussolini ordered to move it to Abyssinia (Africa) where he had a small imperialistic war. They took the rails and the train on a ship. Rip her from the home. But the ship never arrived to Africa - it sunk somewhere in the Mediterranean. As the song says, Parenzana was too peaceful to go to the war. It rather finished at the bottom of the sea. It is still there in darkness, dreaming about woods and fields she knows that well...
