天保５年（1834年）、福岡藩は赤字財政を打破しようと藩政改革を実施しました。それは徹底した倹約をおこなうとともに、藩札を大量発行して家臣や領民に貸し付け、貸付額銀一貫目（約3.75kg）につき年七俵の米を利子とし、貸付分の返済で得る米とともに大阪で銀に替え、藩が大阪商人から借り受けていた借銀の返済に充てるというもので、藩札の貸付を活発なものにするために藩が芝居・相撲の興行や富籤をおこないました。
この財政改革は、金に対する藩札の価値が半年で半減してインフレ状態となり、また、富籤が射幸心を煽るからと中止されたものの財政の逼迫に耐えかねて再開し、しかしまた批判を受けて中止するなどと混乱したことにより、結局２年で失敗に終わりました。
この天保の財政改革のとき、中島浜新地（現在の中洲中島町付近）が芝居や相撲の興行地として整備され、また中洲の那珂川沿いの耕地を騎馬場として整備し、桜や藤を植え、茶屋を置き、中洲岡新地と称しました。この中洲岡新地が現在の中洲の原型となります。
この官製歓楽街の設置にあわせて、天保５年（1834年）、それまで小さな社であった中洲稲荷神社を改装し、社殿や石灯篭が寄進され、地元有志や芸妓の名が彫られた玉垣も作られ、名称も中洲國廣稲荷神社と改められました。
昭和20年（1945年）６月の福岡空襲など、時代の変遷を経て、現在では慎ましやかな社殿がビルの合間にひっそりと佇んでいます。
昭和51年からはじまった、毎年10月上旬に中洲一帯でおこなわれる「中洲まつり」のメインイベントともいえる「中洲國廣女みこし」は、この中洲國廣稲荷神社のそばから出発します。
