This is one of those puzzles where, if you can just follow directions accurately, you can figure out where the "ground zero" is. Now, here's how it goes. First, I'm going to give you the "North" coord's "minutes" spelled out. Then, you'll follow these directions to figure out the "West" coord's "minutes". Easy, huh?
These directions are very detailed. I checked them three times, then another time after I figured out an error I got. They should be good now. I am very detail oriented and hardly ever overlook anything. Work through these directions and you'll get through this just fine:
1) Change the W to a G
2) Change EVE to ODD
3) Swap the letter after the P with the first vowel
4) Change the 2nd O and the last O to an E
5) Delete both TY's
6) Move the 2nd N to fourth to the last position
7) Move the last letter to just before the P
8) Move the 16th letter to the end
9) Change the three doubled letters to single letters
10) Change the U to an H
11) Reverse letters 4 through 6
12) Change the last F to OA
13) Change FORT to an S
14) Swap pairs 9,10 and 15,16 and 19,20
15) Change the three N's to C's
16) Change the first 2 F's to N's
17) Swap even and odd letters
18) Move the second C to the beginning
19) Swap the first O and the last E
20) Add an O before and after the P
21) Swap letters 9-13 with the D
22) Move the last letter to after the G
23) Swap the 2nd to the last O with the T
24) Change the A to a U
25) Change the SE to FO
26) Delete the 13, 14, and 15th letters
27) Move the 2nd to the last letter to just before the R
28) Add an I before the G
29) Insert a T after both N's
30) Insert a Y after first and last T's
31) Change the three C's to TW's
There, that should do it. Just 31 little changes to get from North to West.
Hmm, I get the feeling I forgot something. Oh well, it couldn't be much. I'm sure you'll figure it out anyway.
