About JFC Lisbon
JFCL is one of the three main subdivisions of NATO's Allied Command Operations. It is based in Oeiras, near Lisbon, Portugal, at Reducto Gomes Freire, Estrada da Medrosa. Originally built as a fortress back in the 18th century, in 1969 the site underwent a two year construction program to be modernized and prepared to host a NATO command.
Over the last years the headquarters has transformed several times to meet NATO’s developing operational requirements. In March 2004, Joint Force Command Lisbon was established to the current configuration.
Mission
Joint Force Command Lisbon is to be prepared to plan, conduct and sustain the full range of military operations and, within means and capabilities, conduct framework activities for two concurrent Smaller Joint Operations as directed by SACEUR.
In 2010, JFCLB has three main focus areas:
- Continue to enforce counter-piracy operations by fully implementing the Operation OCEAN SHIELD (OOS) OPLAN in an expanded cooperation with international actors to accomplish this endeavor;
- Reinvigorate the partnership between NATO and the African Union (AU) according to the new Strategic Military Mission Order;
- Maintain a high level of readiness and proficiency to plan and conduct NATO Response Force (NRF) operations during the stand-by period. In the case of activation, JFCLB will deliver command and control excellence for NATO at strategic distance or close to home.
Crest
On a purple plate, which represents jointness, there are two olive branches in green, symbolizing peace.
Superimposed on them are the elements representing the particularities of Joint HQ Lisbon, its expeditionary character, and the sea-based identity of its parented CJTF HQ.
These two characteristics are represented by a golden ancient Greek galley, which recalls the most famous legendary expedition of Jason and the Argonauts to Colchis, and by an armillary sphere, also in gold, for the navigation skills required to deploy on board a ship.
History
1949 - In April Portugal joins the NATO Alliance; one of the original 12 NATO nations.
1950 - Plans for IBERLANT are documented. For 17 years, however, no physical organization is constructed.
1965 - France withdraws from NATO's integrated military structure. This event serves as a catalyst.
1966 - In November, NATO's North Atlantic Council formally approves activation of IBERLANT. Lisbon is among the sites considered for IBERLANT Headquarters. Other possible sites are Gibraltar, Casablanca and Brest.
1967 - The NATO Military Committee agreed that Portugal would host the IBERLANT Headquarters. The inauguration ceremony takes place in a villa near the town of Sintra, northwest of Lisbon. This site serves as temporary headquarters until the permanent site was ready.
1969 - A $6.2 million dollar project begins at Reducto Gomes Freire, Oeiras, to construct the permanent headquarters of COMIBERLANT.
1972 - In March the villa near Sintra is vacated as the remainder of the Staff move to the Oeiras site.
1972 - On 28 October the flags of NATO and Portugal were raised over the IBERLANT Headquarters. Rear Admiral Eugene B. Fluckey, USN, accepts command for NATO. The Command was commissioned.
1982 - September 18 COMIBERLANT is upgraded to CINCIBERLANT following a decision of the Defense Planning Committee of the North Atlantic Council. Vice Admiral PO (N) Ilídio Elias da Costa is named the first CINCIBERLANT.
1992 - In February, CINCIBERLANT celebrates 25 years in the defense of peace at the Oeiras Headquarters.
1995 - In January, the Portuguese Fleet Headquarters (COMNAV) was collocated in the IBERLANT Headquarters facility.
1999 - On 1 September, the CINCIBERLANT command is upgraded to CINCSOUTHLANT, a NATO Regional Command with new Terms of Reference and a greater area of responsibility. The headquarters becomes Regional Headquarters South Atlantic (RHQ SOUTHLANT).
2003 - On 12 June Command Authority for CINCSOUTHLANT was transferred from SACLANT to SACEUR.
2004 - In March CINCSOUTHLANT changed to Allied Joint Command Headquarters Lisbon (Joint HQ Lisbon).
2005 - From 19 October until 8 February 2006, JHQ Lisbon commanded the NATO Disaster Relief Team in Pakistan. Since June 2005, Allied Joint Command Lisbon was assigned operational command for the support of the African Union Mission in Sudan (AMIS).
2006 – In 04 December SACEUR rewarded JCL with a Campaign Pennant to recognize the operational contribution during the Pakistan Earthquake Relief Operation.
