spinowner: Here's the solution to the puzzle.
The bordering states and provinces are Ontario, Manitoba, North Dakota, South Dakota, Iowa, Wisconsin and Michigan. Michigan is sometimes mistakenly omitted from the list because the border between Minnesota and Michigan is in Lake Superior. Including Michigan in the calculations generated the correct coordinates, N45 02.620 x W93 30.998. Omitting Michigan in the calculations generated coordinates for a decoy container at N45 02.648 x W93 30.858.

List the U.S. states and Canadian provinces which border Minnesota. Count the number of letters in the names of these states and provinces. Divide this number by two. This is the quantity Q.
