Needless to say, the cache is not at the above location.
Do not attempt to go there.

Will you need to use Cold War code breaking techniques to break the ciphers below?

All ciphers use the same method of encryption, but the passphrase or key is different each time (and the same length as the cipher once all spaces are removed).
Decipher #1 by solving the anagram "interpret vital telexes" (7,5,9), the solution to the anagram will tell you where to find the key to the first cipher.
Solving each cipher will give you the location of the key to the next. Don't even attempt to decipher 2 to 4 until you have solved cipher 1!.

For conspiracy theorists, or if you just want a little more background on the choice of location for this cache, here are some links.

Why Cold War?
April 2006 - Why is this cache pointing to a school playground?
The picture on this cache page is of the Council Ziggurat building which occupied the site at the height of the Cold War. Apart from a link to an anagram solver it has no information needed to solve the puzzle.
