Au cours des années 1880, des lotissements populaires apparaissent dans les faubourgs troyens, particulièrement dans celui de Sainte-Savine qui, à partir de 1881, absorbe la croissance démographique de l’agglomération. Des propriétaires fonciers y proposent des terrains à bâtir et parfois des maisons, de part et d’autre de rues nouvelles. La rive orientale de la rue Pierre Sémard, anciennement rue de l’Indépendance, montre encore l’un de ces lotissements, développé par la famille Rothier. En 1883, Élisa, Émile et Léon Rothier, enfants d’un industriel cordier troyen, héritent de vastes propriétés agricoles dans la proche campagne de l’ouest de Troyes qu’ils valorisent en les lotissant. Leur prix -1,25 franc le m2 - est très bon marché, comparé à ceux pratiqués au centre de Sainte-Savine ou dans le quartier des Marots (4 francs). Le prix des maisons construites par les Rothier oscille à l’époque entre 3 800 francs et 4 442 francs.

During the 1880s, densely-populated housing estates began to appear in the working-class suburbs of Troyes. One of the largest was Sainte-Savine which, from 1881, absorbed the majority of the city’s population growth. Landowners offered land for building and sometimes even provided housing along brand new roads. On the eastern side of Rue Pierre Sémard, formerly known as Rue de l’Indépendance, you will see one of these housing estates developed by the Rothier family. In 1883, Élisa, Émile et Léon Rothier, the children of the owner of a Troyes rope-making business, inherited vast swathes of agricultural land in the countryside to the west of Troyes. They used this land to build housing estates. The price of this land – 1.25 Francs per square metre - was very cheap compared with the land prices in the centre of Sainte-Savine and in the Marots district (4 francs). The price of the houses that the Rothiers built varied between 3,800 Francs and 4,442 Francs.
