Mission Impossible MK7 : O Whose Workpad! Mystery Cache

Kitey: Time for this to be put to bed. It was, in my opinion, the poorest puzzle in the series and now the brick built notice board containing the information needed to solve the cipher has been removed.

Thanks to all who have found it - or attempted to solve the puzzle. For those that are still befuddled :

O Whose Workpad = Howe Park Woods
The strange numbers are a book cipher based on the (now removed) notice explaining the history of the area.
The clue in front of you said twice is "Roman"
The Co-ordinates are obtained by extracting the Romin Numerals (M, D, C L, X, V, I) from the decoded ciphertext.

Don't worry though, I have plans to replace it with an even more fiendish puzzle......

Geocache Description:

A mystery cache set somewhere in the environs of the City of Milton Keynes.

The clocks are changing next weekend so it’s high time for some more Mission Impossible MK challenges.

To determine the whereabouts of the cache you need to decode this section of Ciphertext :

2(12), 4(11), 2(5), 4(7)
3(14), 2(3), 9(6), 6(9), 2(7), 6(7), 2(9), 9(13), 1(3), 4(12), 3(9), 8(10), 8(11)
10(10), [ LII ], 9(11), 8(6), 8(8), 9(11), 9(7), 6(11), 6(6), 7(6)
6(2), 5(3), 8(8), 10(9), 9(11), [ XL ], 8(13), 6(10), 3(11), 9(11), 5(13), 2(12), 5(7)

The Ciphertext contains information about the cache AND the co-ordinates for the cache location.

You will know when you have correctly decoded it. However, the co-ordinates themselves will need further conversion before you can find the cache. To give you a start some of the numbers you need for the final cache location are embedded in the Ciphertext.

The key for the Ciphertext can only be found at a specific location in Milton Keynes. To determine this location there is also a puzzle to solve (hint : it is near the top of the cache page). To make sure you get safely to this specific location, I can tell you that the Seconds part of the Westings are 486.
