This puzzle isn't very original, but I did like it for its
simplicity in presentation.
Puzzle does resolve to a full set of coordinates (ie, you will
get a 34 in the North and a 098 in the West). The below text does
read left to right (no fishiness on my part beyond the single "key"
required to solve the puzzle).
