With an apparent commencement date in 2014, it was expected to be complete in 2018. When I was there in May 2018, there was still a lot of supplies stored, and a bell that I saw in one of the buildings may eventually be moved to an outdoor position. (The coordinates are for the entry to this building that was housing it.) It was suspended so to be at ground level, with a cable suspended wooden log to be used to strike the side of the bronze bell.

Entry was free, and while I didn't see any Opening Hours, from Trip Advisor it has been mentioned that others that have arrived at 5pm have found it closed.

There is plenty to see, including a 18 metre tall Buddha, that can be easily as drive down the peninsula.
