Located in the heart of a pleasant park, the Town Hall occupies part of the former Benedictine abbey of Saint-Martin, Tournai monastery of the 11th century removed in 1797 and most buildings, including the church, have disappeared .
The main building was built in 1763 under the abbey of Robert Delzenne, according to the plans of the architect Laurent Dewez. It served as an abbey palace until the abbey was abolished.

With the towns of the former Nord-Pas-de-Calais mining area, it also participates in a metropolitan ensemble of nearly 3.5 million inhabitants, called "metropolitan area of Lille".
Tournai is one of the oldest cities in Belgium with Arlon and Tongeren. The first capital of the Frankish kingdom, it played an important historical, economic, religious and cultural role in the County of Flanders during the Middle Ages and the Renaissance.
The belfry (the oldest in Belgium) and the Notre-Dame de Tournai cathedral are listed as UNESCO World Heritage. The cathedral, an imposing building of Romanesque art and Gothic architecture, is famous for its five towers as well as for its treasure. Tournai is nicknamed the city with five bell towers.
