Vom Designer Outlet mit 150 Geschäften profitiert auch die Innenstadt der niederländischen Stadt Roermond. Anfangs jedoch hatte der Handel große Bedenken. Doch speziell auf Kneipen, Cafés und Restaurants in der Innenstadt habe sich das Outlet positiv ausgewirkt.
Manchmal im Leben spielt der Zufall die entscheidende Rolle: An einem schönen Wintertag des Jahres 1999 traf auf einer Einkaufsstraße in der niederländischen Stadt Maastricht der damalige Planungsdezernent von Roermond zufällig auf einen ehemaligen Studienkollegen. Dabei stellte sich heraus, dass der Kommilitone im Auftrag der amerikanischen Firma McArthurGlen auf der Suche nach einem Gelände für ein „Factory Outlet Center“ war. „Dann musst du nicht in Maastricht suchen, sondern nach Roermond kommen“, überzeugte der Stadtplaner seinen Freund aus alten Uni-Tagen. Denn in seiner Stadt wurde zufällig das Gelände der Emil Casimir-Kaserne frei.
Shoppen auf dem Kasernengelände
Darauf entstand vor genau zehn Jahren das „Designer Outlet Center“ Roermond. Dort werden heute in 150 Geschäften Klamotten vieler bekannter Marken zu verbilligten Preisen angeboten. Von Armani über Gucci bis zu Hugo Boss und Tommy Hilfiger. Vier Millionen Besucher haben 2011 das Center besucht, berichtet Mario Ogrinc, Sprecher der Gemeinde stolz, „damit ist es die drittgrößte Besucherattraktion der Niederlande nach dem Keukenhof und dem Freizeitpark De Efteling.“
Wie erfolgreich das Center wirklich ist, lässt sich auch an den Erweiterungen ablesen. 2001 mit 17.000 Quadratmetern Verkaufsfläche gestartet, wurde es in zwei Schritten 2005 und 2011 auf nun 35.200 Quadratmeter ausgebaut. Und für 2013/2014 ist schon die nächste Erweiterung um 11.000 Quadratmeter Verkaufsfläche geplant.
Zu diesen Zahlen und den Arbeitsplätzen darf sich Marc Bauwens, Geschäftsführer des Outlets, nicht äußern.
Speziell die Entwicklungen rund um das in Duisburg-Marxloh geplante FOC haben McArthurGlen so sprachlos gemacht, dass sich das Unternehmen selbst einen Maulkorb verordnete. Zumal das Outlet-Projekt, das die Amerikaner im bergischen Remscheid starten wollen, auf tönernen Füßen steht. Die Landespolitiker haben - im Gegensatz zur Bevölkerung - Bedenken gegen einen großflächigen Einzelhandel auf der grünen Wiese.
Doch auch in Roermond wurde das Designer Outlet vom örtlichen Handel nicht unbedingt mit offenen Armen aufgenommen: „Auch da gab es anfangs große Bedenken“, bestätigt Han van de Port von der limburgischen „Kamer van Kophandel“. „Doch im Ergebnis hat die Innenstadt von den fast zwei Millionen zusätzlichen Kunden pro Jahr, die nach einer ausgeprägten Shopping-Tour noch die Stadt besuchen, mächtig profitiert.“ Speziell auf Kneipen, Cafés und Restaurants habe sich das Outlet positiv ausgewirkt, so van de Port. Die Leerstandsquote sei deutlich zurück gegangen. Lediglich im Textileinzelhandel wurden Verdrängungseffekte beobachtet.
Vergleich zu Marxloh?
Allerdings sei dafür erheblich in die Immobilien investiert worden. Auch die Verbindung von Center und Innenstadt wurde stark verbessert“, betont van de Port. Das Ergebnis: Roermond durfte sich mit dem Titel „Beste Innenstadt 2009-2011” der Niederlande schmücken. Ob das nach Eröffnung des Factory Outlets in Marxloh auch auf Duisburg zukommen wird, darf bezweifelt werden. Die Duisburger Innenstadt ist nämlich im Gegensatz zu Roermond zehn Kilometer weit entfernt und dem Charme türkischer Hochzeitsmode am Pollmann-Kreuz erliegt längst nicht jeder Outlet-Shopper."

Specifically, the developments surrounding the FOC planned in Duisburg-Marxloh have left McArthurGlen so speechless that the company itself decreed a muzzle. The state politicians - in contrast to the population - have reservations about large-scale greenfield retailing.
But even in Roermond, the Designer Outlet was not necessarily welcomed with open arms by local retailers: "At the beginning there were also big concerns," confirms Han van de Port of Limburg's "Kamer van Kophandel". "But as a result, the city has profited greatly from the nearly two million additional customers per year who still visit the city after a pronounced shopping trip." The outlet has had a positive effect on pubs, cafes and restaurants, says van de Port. The vacancy rate has dropped significantly. Only in the textile retailing were displacement effects observed.
Comparison to Marxloh?
However, it has been invested significantly in the real estate. The connection between center and city center has also been greatly improved, "emphasizes van de Port. The result: Roermond was awarded the title "Best downtown 2009-2011" of the Netherlands. Whether this will also come to Duisburg after the opening of the factory outlet in Marxloh may be doubted. In contrast to Roermond, Duisburg's city center is ten kilometers away, and the charm of Turkish wedding fashion at the Pollmann-Kreuz is far from being worn by every outlet shopper."
