A four and a half hectare Japanese Garden at the University of Southern Queensland is maintained and developed by The University of Southern Queensland (USQ), with sections owned by both USQ and the Toowoomba Council. The gardens were opened on 21 April 1989 by Mr Yoshiharu Araki from the Brisbane Consul-General of Japan.

Japanese gardens emphasise the use of rocks to create three dimensional pictures. All of the large rocks in Ju Raku En were placed by the garden's designer, Professor Kinsaku Nakane of Kyoto, to appear naturally dispersed in a random way.

Toowoomba's sister city is Takatsuki, Japan.
