On May 23, 2017 at 21:52:34 the ISS flyover was visable from Rio Grande City, TX with a Maximum altitude of 47° and a brightness magnitude of -2.8.

8Nuts MotherGoose: "ISS came out of storm clouds at an Alt of about 30 degrees to our west. It passed max Alt of 47 degrees at 21:52:34 according to the chart. (but we didn't have a seconds-accurate clock.) It continued on its path until disappearing behind clouds to our north. Although the chart said it was a brightness magnitude of -2.8, it appeared much less due to haze in the air.
We were seeing reflections of lightning, but weren't hearing thunder. Storm is moving toward us."

Ripraff was on the swings at Arnold Park. We got there in time to set up and get our night vision. The sky in Vestal, NY was cloudy, but the ISS was still visible.

Only the brighter stars were visible. Luckily the Big Dipper could be seen. As the ISS rose to the maximum it got brighter. It was brighter than the Big Dipper. There were a few planes that passed, but they had three lights and were on different paths. The ISS was on the predicted path. It was only visible for maybe 5 minutes, as it got lower in the sky it was too dim to see.
