Each flag is representative of the 37 different nationalities who laboured together to establish the town and the district's coal industry. The flags are permanent & line two sides of the park. Blackwater is known as the Coal Capital of Queensland.

A plaque under the sign records the official unfurling of the flags in 1976. It is worded in part:
Lions Club of Blackwater
These flags were erected as a visual tribute to all those
people of different nationalities who combined their efforts
to mould Blackwater into a thriving township
