Each flag is representative of the 37 different nationalities who laboured together to establish the town and the district's coal industry. The flags are permanent & line two sides of the park. Blackwater is known as the Coal Capital of Queensland.

The nations & state represented by the flags (in alphabetical order) are:

Australia, Bangladesh, Brazil, Canada, Chile, China, Denmark, Egypt, Fiji, Finland, France, Greece, Germany, India, Indonesia, Ireland, Israel, Italy, Japan, Lebanon, Luxembourg, Malaysia, Malta, Netherlands, New Zealand, Norway, Pakistan, Papua New Guinea, Philippines, Poland, Portugal, Queensland, South Africa, Spain, Singapore, UK, USA.

A plaque under the sign records the official unfurling of the flags in 1976. It is worded in part:

Lions Club of Blackwater

These flags were erected as a visual tribute to all those

people of different nationalities who combined their efforts

to mould Blackwater into a thriving township

the unfurling ceremony was carried out by

Honourable R.C.Katter M.P.

Federal Member for Kennedy

on the 12th day of June 1976
