This sign can be seen on the concrete structure of the seawall of the waterfront promenade (Malecón) at the junction of Avenida Rafael E. Melgar and Calle 3 Sur in San Miguel de Cozumel, Mexico.

The Malecón de San Miguel is a wide sidewalk along the seafront next to the seawall that has cement benches built in. The seawall is decorated with colorful marine creatures like several species of fish, starfish, octopus and sea turtles.

The marker reads:

"La primera piedra del tramo sur de este Malecon fue colocada el 16 de diciembre de 1988 por El C Presidente de la Republica. La obra se realizo con una inversion de $ 570,000.000 de pesos y fue inaugurada en esta fecha por El C. Gobernador del Estado. Cozumel Q. Roo Abril 14 de 1999."

Translation:

"The first stone of the southern section of this Malecón was placed on December 16, 1988 by the President of the Republic. The work was carried out with an investment of $ 570,000,000 pesos and was inaugurated on this date by the Governor of the State. Cozumel Q. Roo April 14, 1999."
