From the plaque:

The Clock Tower Bell.

This bell was originally hung in the
clock tower over the Victoria Road
entrance to the station. It was cast in
1886, but has been out of use for
many years. In Sept 1983 it was
recovered and erected on it's present
site by the generosity of the following
companies:-

Messers A Monk of Normanby
Messers T Burridge of Stockton
B.R. Engineering Ltd of Shildon
