Although the building says City Electric Power Supply, most history refers to the original company as City Light and Power.

The municipally-owned City Light and Power was the first public utility in Western Canada. In 1909, it began construction of the Pointe du Bois Generating Station on the Winnipeg River. In 1910, it began construction of a hydro-electric terminal station at Rover Ave and Annabelle St in the Point Douglas area of Winnipeg.
In 1911, it built Sub Station #1 at 54 King as well as two other sub-stations at McPhillips & Logan and Stafford & Grant.

City Light and Power Company was established to provide competition to The Winnipeg Electric Streetcar Railway Company in order to lower electrical rates in the City of Winnipeg. The Winnipeg Electric Streetcar Railway Company (WECO) had built Manitoba's first year-round hydro electric generating station at Pinawa, and was initially charging 30 cents per kilowatt hr. When City Light and Power Company's Pointe du Bois plant went on line, WECO was forced to lower their rates to 3.3 cents per kilowatt hr. in order to compete with the city owned utility. WECO was purchased by the Manitoba Government in the early 1950s in order to facilitate rural electrification, and eventually became Manitoba Hydro. City Light and Power would become Winnipeg Hydro in 1964. Winnipeg Hydro was purchased from the City of Winnipeg by Manitoba Hydro in 2003.
