"En 1899 puis en 1907, Paul d'Estournelles de Constant représente la France, avec Léon Bourgeois et Louis Renault, aux Conférences de La Haye. Il se donne pour but d'œuvrer au règlement pacifique des conflits internationaux par la promotion de la médiation et surtout de l'arbitrage international. Il aide Léon Bollée, principal soutien de l'Américain Wilbur Wright, pionnier de l'aviation, dans ses expérimentations aéronautiques réalisées entre le 8 août 1908 et le 2 janvier 1909, au Mans et dans la Sarthe, sur l'hippodrome des Hunaudières puis au camp militaire d'Auvours. Il se fait l'intermédiaire entre l'industriel américain Andrew Carnegie et Marie Curie pour le financement du laboratoire des Curie. Il fut aussi l'ami de Claude Monet, avec lequel il peint des aquarelles, d'Auguste Rodin qui réalisa son buste et d'Henri Bergson.

Député puis sénateur de la Sarthe, il reçoit le prix Nobel de la paix en 1909 comme fondateur et président du groupe parlementaire français de l'arbitrage international, du Comité de défense des intérêts nationaux et de conciliation internationale. Le baron d'Estournelles était un fervent opposant à la politique coloniale et à l'augmentation des budgets militaires. Il était favorable à un rapprochement franco-allemand et il était aussi convaincu du bienfait du modèle de la démocratie américaine dans le monde. Il a influencé le pacifiste allemand Otto Umfrid.
