The clock structure appears to be made of chrome and is about 8 meters tall. It was installed in May 1993 and was a gift to the city of Riga, Latvia, from its sister city of Kobe, Japan, in celebration of the anniversary of restoration of Latvia's independence. The cities of Riga and Kobe became sister cities in 1974. The structure has three sides. It includes two clock faces on its front side -- the upper clock face shows local Riga time, and the lower clock face shows the local time in Kobe. The structure's other two sides only have one clock face each, both showing local Riga time. The clock faces all have a white background with black Roman numerals for the hours and black clock hands. The clock face showing the local time in Kobe includes the city's name "KOBE" in black just below the center of the clock hands.

A plaque on the clock structure provides text in both Japanese and Latvian. The Latvian text reads:

Veltijums
Latvijas Neatkaribai
Kobes un Rigas Draudzibas Talakai Attistibai

Riga, 1993. Gada Maija

Kadzutosi Sasajama
Kobes Pilsetas Mers
