At its inception in 1941 there was only one road that was fully graded and modern. In that same year the armed forces began work on Guam Highway-1 but was cut short by the Japanese invasion in December 1941. The Japanese did little in the way of infrastructure and there was no improvement to this highway. After the invasion by the USMC in 1944 work was resumed to complete the road. 60 days after the Allied invasion, the was a 4-lane blacktop highway running from Naval Station Guam 12 miles north and including nine bridges.

Up until 2004 this road was simply known as Marine Drive until its rededication by Governor Felix Perez Camacho. This monument was erected to honor the Marines of 1st Provisional Brigade/3rd Division for their invasion and liberation of Guam in concert with the rededication.
