Sir Richard Spencer (1779-1839), naval officer and settler, was born in London on 9 December 1779, In 1833 he was appointed government resident of Albany, Western Australia, on the recommendation of Sir James Stirling. Spencer and his family sailed in the storeship Buffalo, in company with his chartered Brilliant, loaded ark-like with plants, livestock, farm implements, stores and servants. In September they reached Albany he brought 21 people with him,this was a significant number as there were only 17 residents in Albany plus a few soldiers, dilapidated buildings and a moribund economy.
On arrival he bought Strawberry Hill Farm ( now a National Trust Property ), to the six cleared acres (2.4 ha) he added 1400 virgin acres (567 ha) and the existing wattle and daub dwelling he enlarged soon afterwards with two-storied additions in granite
The Inscription reads :-
Sir Richard Spencer 1833 - 1839.
Born in London December 9 1779. In 1793 joined the Arethusa as a midshipman. His first battle being Lord Howe`s victory in the "Leviathan".
Later he was appointed by Lord Nelson to command the "Reward". In 1815 he was made Commander of the Bath, and in 1833 King William conferred on him the Hanoverian Guelphic Order. He died on July 24 1839.
