Seit 2005 ist die Anzahl der Mitarbeiter am steigen. Womit die Kapazitäten des Hauptgebäudes bereits ausgeschöpft sind. Außerdem gibt es mehr Auszubildende, Rechtsreferendare, Doktoranden, Diplomanden und Praktikanten. Seit 2008 müssen deshalb Flächen für 45 zusätzliche Büroarbeitsplätze angemietet werden. 2011 kamen weitere 25 Arbeitsplätze hinzu.
Zur Zeit der Planung zählte das UBA bereits zu den fortschrittlichsten Bauwerken, da es die benötigten Energien selbst erzeugt.
Der Erweiterungsbau wird mindestens Null-Energie-Standard haben. Das heißt, dass das Gebäude übers Jahr gerechnet nicht mehr Energie verbraucht, als es selbst erzeugt. Außerdem soll das Haus den Gold-Standard nach dem Bewertungssystem Nachhaltiges Bauen für Bundesgebäude erreichen.
Die benötigte Energie wird zu 100 Prozent aus erneuerbaren Energiequellen stammen. Fotovoltaikelemente, auf dem Dach und in die Süd-, West- und Ostfassade integriert, werden den notwendigen Strom bereitstellen. Über etwa 30 Sonden, die bis 25 Meter tief in den Boden eingebracht werden, wird Erdwärme zum Heizen und Kühlen genutzt. Im Sommer wird den Büros nachts durch zentral gesteuertes Öffnen der Fenster kühle Luft zugeführt. Die Außenfassade wird durch eine gute Dämmung und eine Dreischeibenverglasung der Fenster Passivhausstandard haben. Außerdem ist eine Lüftungsanlage mit einer hocheffizienten Wärmerückgewinnung vorgesehen. So sollen die Vorgaben der derzeit geltenden Energieeinsparverordnung 2009 um 56 Prozent unterschritten werden.
