This is a sculpture created by Edgar Viies, originally dated 1980 and then removed, to be finally brought back in 2006.
1980 was the year of the Olympic Games in Soviet Union, boycotted by the USA due to the Soviet presence in Afghanistan.
The sculpture represents a mermaid and it's dedicated to the sailing regatta of the Summer Olympic Games of 1980 which took place in Tallinn.
