Although the Google translation is tortured, it is clear that this plaque commemorates the 100th year of the founding of the Boy Scouts in Iceland in the building it is mounted on.
The sign reads:

I THESSU HUSI
VAR FYRSTA SKATAFELAG A ISLANDI
SKATAFELAG REYKJAVIKUR STOFNAD
2 NOVEMBER 1912
SKJOLDINN SETTI SKATASAMBAND REYKJAVIKUR
A ALDARAFMAELISDAGINN"

which Google poorly translates as:

In this house
First Scout clubs in Iceland's
Tax Reykjavik established
2 NOVEMBER 1912
Shield set FEDERAL TAX Reykjavik
A CENTURY BIRTHDAY"

The Boy Scout logo is on the plaque.
