Park at N 12° 6.275 W 68° 51.867 (or somewhere in that general area, there is no official parking nor is this an official "overlook") then hike up the remainder of the hill (about 20m/60' up, just a 5 minute walk) on a steep dirt road all the way to the top. A 4-wheeler truck might potentially get you up there as well, but it's definitely NOT recommended: you have a good chance of getting stuck.
This place is known as "Seinpost" (Sign Post) as it used to house a lookout/signaling post in the old days....
Although this is public property and accessible to all, there is no official "outlook" area: just walk around the top (all the while ignoring the bunch of trash left behind here & there) and enjoy the 360° view from various standpoints at the end of that dirt road... If you're lucky, you can even see Bonaire on a clear day!

* North: The rugged Northern coast
* NE: St Joris Bay (and Koral Tabak)
* East: Montana region (and Bonaire on a clear day)
* SE: Spaanse Water (Spanish Water) & Tafelberg (Table Mountain)
* SW: Jan Thiel lagoon / salt pans
* West: Willemstad / Refinery
