This property was purchased by the Lieutenant Governor of British Columbia, James Dunsmuir, in 1906 and named Hatley Park. After the Dunsmuir family sold the property in 1939, it became a military college until 1995. In September 1995, Royal Roads University opened as a public, degree-granting university. Also in 1995, Hatley Park was designated a Canadian National Historic Site.
In 1912, the Dunsmuirs engaged American landscape architects to design the landscaping for the estate. The result was an Edwardian-style park including several large garden areas, recreational spaces and agricultural land. The gardens feature three man-made ponds that were stocked with salmon and trout by the Dunsmuirs. Sometime between 1914 and 1920, fish ladders were constructed to allow the fish to return to the ponds from the nearby Esquimalt Lagoon and Pacific Ocean. The fish ladders, among the oldest on Vancouver Island, were repaired and restored in 2008.
In total, there are approximately 200 metres of fish ladder linking the three ponds with the lagoon. The ladder consists of a 0.5-1 metre wide concrete rill with baffles staggered every metre. The baffles are angled and point upstream, allowing for small eddies above each baffle where the fish can rest.
The posted coordinates are beside the lowest section of fish ladder, which is about 70 metres long and links the lowest pond with the Esquimalt Lagoon. Nearby at N48 25.872 W123 28.380, a 78 metre section links the middle and lower ponds. Farther up the slope at N48 25.944 W123 28.404 in the Japanese Garden, a 49 metre-long, moss-covered section zig-zags up a slope to link the middle and upper ponds.
