The stamp, issued in 1982, commemorates the 100th anniversary of the founding of Regina, Provincial Capital of Saskatchewan. And what a difference a hundred years can make! In 1882, the place was known as “Pile of Bones” because of the large amount of buffalo bones that were piled up along the banks of the Wascana Creek by the Cree Indians. Wascana Creek was the run-off from a spring that flowed through the otherwise barren and treeless area. But by 1982, Regina had become a city with a population of over 160,000.

The town was named Regina in honor of Queen Victoria by her fourth daughter, Louise who was married to the then current Governor General of Canada, Lord Lorne, the Duke of Argyll. A year later, it was chosen to be the new capital of the Northwest Territories mainly because it lay in the proposed path of the transcontinental railroad which was being built across the plains. When Saskatchewan became a separate province in 1906, Regina became the provincial capital.

The magnificent Legislative Building, pictured on the stamp, was designed by the architectural firm of E. and W. S. Maxwell of Montreal in the popular (at that time) beaux-arts style. It was constructed between the years 1908 and 1912 and loomed large over the flat and relatively treeless plain. There are substantially more trees present today than in 1912, but clear views still exist of the Legislative Assembly from the streets of downtown Regina.
