This padlocks are located in the gate, at the end of the footbridge that leads to the Island of Tears.
Island of Tears is a monument, built in 1988, honoring the Belarusian soldiers who died in the USSR's 9-year war with Afghanistan (1979-1988).
From what i read, in Belarus, there is a tradition of newlyweds visiting war memorials on their wedding day. In the day i visited, i saw at least 3 different couples taking photos nearby.
Most of the locks are quite decorated, some with bows or ribbons.
