This plaza was created by the County of Monroe and dedicated in 1997 on what had previously been a parking lot, and before that, at some point, part of the lot around he Ebenezer Watts house.

The Ebenezer Watts house is on the National Register of Historic Places (NRHP) and is significant as the oldest surviving residential structure in the City of Rochester, having been built by Rochester's first merchant, Ebenezer Watts. The county acquired the house and converted it not a conference center.

Sometime after the county acquired the building, the adjacent lot, which served as a parking lot, was converted to a plaza. According to legend (and I haven't been able to determine the truth of it yet) a bank building had been torn down (possibly a Security Trust building?) and these four marble columns disposed of in the county landfill. They were rescued and installed here for purely decorative purposes. There is no reason to believe a building with marble columns was ever erected so close to a residential building, so the placement here was not intended to return the columns to some previous location.
