This office building opened in 1984 following dedication ceremonies by Oregon Governor Vic Atiyeh. The building provides office space for the State of Oregon's Department of Veterans' Affairs. It is located at the north end of the Capitol Mall and features a very nice memorial park on the north and east sides of the building, with monuments to Medal of Honor recipients, Veterans of Foreign Wars, Veterans of the Afghan-Iraqi War, the Korean War, Spanish-American War and World War I.

Victor Atiyeh was the 32nd Governor of Oregon and the last Republican elected to the office. He served as two terms as Governor, from 1979 to 1987 and was the first elected Governor in the United States of Arab descent.
