Perhaps they just don't want to be up front and blame the horses?

This area of Nevada is dry, desolate and subject to extreme temperatures. There are other hazards, too, such as unexpected dust storms, and there is a sign to warn about the dust....and just behind it, another warning, about horses crossing the road for the next 5 miles. Well, no wonder there is dust! Five miles of horses would definitely kick up some dirt! Why the two signs don't share a signpost makes me wonder, did the highway department not want to look like they are accussing the horses for all the dust? Those darned cowboys can be so sensitive!
Did you explain the double meaning of the word(s)?: yes
