The pump looks like it was made in early 20th century. At the base there is an almost illegible sign of Tonge & Taggart, Dublin - an iron forge and major pumpmaker at that time.

At the top there is a round plaque of Balrothery District Council, which is completely out of place here: Balrothery is a village in north County Dublin, south of Balbriggan. Perhaps a decommissioned pump was bought there and placed here in the southern outskirts of Dublin?
