This monument was built recently (not older than 2007) and its main element it's a giant stamp device, symbolizing the visa authorization for the emigrants. Four human statues: a couple and their child, with luggage, ready to face the challenge of starting a new life somewhere else, and a lone man, looking at the stamp device.
Ironically there is a street named "Street of Emigrants", about 200 meters far from here.
